Shaun Smedley - Director

Shaun’s experience covers the breadth of transport engineering projects ranging from traffic engineering impact assessments to leading engineering teams on multi-billion dollar transport projects and state transport plan strategic advice. Shaun has investigated new light rail extensions, analysed public transport priority treatments and developed concepts for new rail stations and bus interchanges. He has lead teams on major transport studies for billion dollar projects, overseen the development of complex inner urban freeway interchanges and advised on road pricing solutions.

Shaun is well known in the industry for his expertise in the field of transport modelling with experience in pedestrian simulation, microsimulation modelling and strategic transport demand models for both road and public transport patronage forecasting. Shaun has advised federal and state transport departments on issues related to transport modelling and specifically aspects related to patronage forecasting for toll road projects.

Shaun has a depth of experience and capability in toll road and road pricing projects, having worked on several stages of toll road project development, from early concept planning, developing patronage forecasts for PPP bids through to review and operational advice once the roads are opened.

Prior to establishing Smedley Technical & Strategic, Shaun was the Executive Director, Technical Advisory Group with the Linking Melbourne Authority (LMA). In that role, Shaun was the State's technical lead for the East West Link project, including development, planning, technical oversight and technical contract negotiations which led to the contract award of $5.3 billion.

Before joining LMA, Shaun spent 12 years in the transport consulting business having worked for two high profile international firms. At GHD, Shaun was the Leader for Traffic Engineering, Transport Planning and Transport Modelling across the organisation globally.

Richard Warwick - Executive Consultant

Richard has extensive experience on the planning, design and delivery of major transport infrastructure projects, having worked in the industry for over 40 years. In that time, Richard has held key leadership roles on such significant projects as the Regional Rail Link Package B, West Gate Freeway Upgrade, Calder Freeway, the Western Ring Road, and more recently on the planning associated with the Level Crossing Removal program.

Richard has considerable experience in delivering successful Environmental Effects Statements (EES) in Victoria. Richard was the Project Director for the most recent major transport EES studies, such as the Western Highway Project Sections 2 and 3, the Princes Highway Duplication and the Peninsula Link Project. Richard was also the Project Director for the team undertaking the Comprehensive Impact Statement for the East West Link.
Richard will provide value to our clients in the following areas:

  • Constructability, costing and design reviews

Les Bull - Executive Consultant

Les’ experience covers leadership roles on EastLink and Peninsula Link for the government bodies Southern and Eastern Integrated Transport Authority (SEITA) and the Linking Melbourne Authority (LMA). Les has the experience of not only developing PPP technical documentation but also the experience of administering these contracts to successful project completion. Prior to these major projects Les held leadership positions in VicRoads, including the role of Executive Manager Regional Projects for Metro South East Region.

Les has recently been providing advice to the State project team in the areas of technical documentation and procurement for the Western Distributor Market Led Proposal.

Les will provide advice in the areas of:

  • Technical documentation;    
  • Project development and delivery;
  • Constructibility reviews; and
  • Strategic procurement advice.

 

 
 

TONY FRODSHAM - PRINCIPAL TRANSPORT CONSULTANT

Tony has over 15 years in the transport engineering industry, with experience across Australia, the United Kingdom and the Middle East. Tony’s experience ranges from traffic impact assessments for residential and commercial developments to leading transport assessments for multi-billion dollar projects. 

Tony has considerable experience on large transportation infrastructure projects, having worked on most of the major projects across Victoria for the past 10 years including the M1 upgrade, EastLink, Peninsula Link and the M80 Upgrade.  He has also provided strategic advice to government, such as traffic engineering assistance for the Eddington Report.

Recently, Tony has led the traffic and transportation components for the Technical Advisor teams on the East West Link and Western Distributor PPP projects. Tony assisted in the development of the reference design on both of these projects through the provision of specialist transport engineering advice and knowledge of the surrounding road network. This involved undertaking modelling, analysis and detailed transport engineering to determine the optimal lane arrangements on the freeway, ramps and interchanges to meet the performance requirements of the project. 

Tony also led the transport impact assessment of these projects as part of the Comprehensive Impact Statement and the Environmental Effects Statement. 

Before joining Smedley Technical & Strategic, Tony spent 12 years working for two high profile international consulting firms. Recently, Tony was the Technical leader for Traffic Engineering and Transport Planning across a multi-national organisation in Australia, New Zealand, Asia, the Middle East and Europe.

 
Andrew Colman

ANDREW COLMAN - PRINCIPAL CONSULTANT

Andrew brings over 15 years of extensive experience in the development and evaluation of major transportation projects. Specifically integrating the technical, commercial and economic aspects to build the project through from concept to business case and procurement.

Andrew has worked in both the public and private sectors across the project lifecycle gaining critical experience in the elements that make up project viability; and has in-depth experience with the Victorian Governments Investment Lifecycle Guidelines. Recent experience has been in the roads sector with Transurban and the development of the market led proposals for the Western Distributor and the Citylink Tulla Widening Projects; where he was part of the project teams from the development of the idea through to contract execution. Previously, Andrew worked extensively in the ports and intermodal freight planning area with the Department of Transport and Victoria’s Port Authorities. Key projects included the Victorian Freight and Logistics plan, the Metropolitan Intermodal System project, the Port of Hastings and other transport initiatives.

Andrew believes that each project has its own complexities that requires a well-considered and rigorous approach to managing its issues, both technical and people related, in order to provide reliable advice to support decision making. He is a strong believer in the value that comprehensive stakeholder and community engagement brings to the project to support objective assessments through a thorough understanding of project benefits and impacts.

 

LUCY SIMMS - SENIOR TRANSPORT CONSULTANT

Lucy has 10 years of professional experience in a career that has spanned civil engineering, transport planning, and development management. Prior to joining Smedley Technical & Strategic, Lucy has worked in the consulting industry for a large international consulting firm and in the property industry for a private Property Development group. These roles have provided Lucy with invaluable experience in project management, project coordination and in the transport infrastructure industry in general.

Lucy’s capability covers a wide range of technical expertise including Transport Planning, Traffic Engineering and Transport modelling. Lucy has assisted government clients through the development of business cases for major public transport infrastructure investments and Lucy was also the project manager for two major Growth Area corridor planning studies.
One of Lucy’s major strengths is in Project Management and coordination, having undertaken these roles on numerous projects to coordinate with key stakeholders including transport departments, road and public transport authorities and various planning authorities. 

In early 2012, Lucy joined a private Property Development group with a project portfolio that included multi-dwelling inner residential towers, hotels, masterplanned communities and inner urban revitalization precincts. Lucy worked as the groups’ Development Manager across a number of projects, driving the development process from site acquisition through to project completion.

Lucy has remained involved in one of the groups’ inner urban revitalization projects which is set to include 750 apartments, 20,000 square metres of commercial floor area, and a retail centre.

 

Kris Saw

KRIS SAW - TRANSPORT CONSULTANT

Kris is a transport consultant who has been involved in a wide range of projects for government authorities and local councils in Australia and the Middle East. His experience covers traffic impact assessments, route option assessments, infrastructure strategies and the preparation of technical specifications.

Prior to joining Smedley Technical & Strategic, Kris has worked on the Western Distributor project, providing traffic advice and expertise to the State government, with inputs to the business case and transport impact assessments. Kris was also responsible for helping develop the Western Distributor Technical Requirements documentation.

In 2015, Kris was seconded into the Department of Transport’s Freight Division in Abu Dhabi where he was responsible for helping implement new freight regulations and policies, including the rollout of a new minimum freight industry standard for the emirate.
