Louisa has extensive experience in preparing analysis and advice for major transport projects, and has been involved in almost every major project in the Victorian portfolio in recent times. This includes the North East Link, West Gate Tunnel, Suburban Roads Upgrade, East West Link (Eastern and Western Sections), CityLink-Tulla Widening, M80 Upgrade and Metro Tunnel projects.

 Her experience ranges across providing advice for project feasibility studies, options assessments, business cases and economic benefit appraisals, commercial pricing strategies and frameworks, tolling structures and revenue estimation, PPP technical requirements documentation, travel demand forecasting, traffic impact assessments, public transport network and service planning, and stakeholder and community engagement activities.

 Most recently Louisa has been heavily involved across a range of workstreams relating to North East Link, the largest transport project in Victoria’s history. Her involvement on the project began at its inception, from early options assessment and identification of the preferred corridor, through to the business case development, preparation of technical reports for the planning approvals and Environment Effects Statement, and the procurement phase.
