Shaun Smedley - Director
Shaun’s experience covers the breadth of the transport industry, ranging from traffic engineering impact assessments to leading engineering teams on multi-billion dollar projects and state transport planning, policy and strategic advice.
With significant experience in the PPP industry, Shaun has played a key role in some of the largest transport PPP’s ever undertaken in Australia. His involvement in these projects has included strategic technical leadership roles, advice around PPP risk transfer, traffic and transport modelling, tolling concept development and analysis, technical design advice, technical documentation, development of performance requirements and KPI’s, project packaging advice and procurement documentation.
Shaun has a depth of experience and capability in toll road and road pricing projects, having worked on several stages of toll road project development, from early concept planning, developing patronage forecasts for PPP bids through to review and operational advice once the roads are opened.
Shaun’s whole of project perspective for PPP’s enables Smedley Technical & Strategic to provide a unique integration role across both technical and commercial aspects of these type of projects. Recent PPP project experience includes North East Link, Western Roads Upgrade PPP and West Gate Tunnel.
Technical advice has been a strong focus for Shaun across his career. He has advised federal and state transport departments on issues related to transport modelling and specifically aspects related to patronage forecasting for toll road projects.
Shaun has also been an advisor to private clients with commercial interests in major transport projects and provided independent expert witness services on the Transport Impact Assessment Report for the Melbourne Metro Rail Tunnel Project. With broad experience in the development phases of both public transport and road projects, Shaun has worked on new light rail extensions, analysed public transport priority treatments and developed concepts for new rail stations and bus interchanges. He has led teams on major transport studies for billion-dollar projects, overseen the development of complex inner urban freeway interchanges and advised on road pricing solutions.
Prior to establishing Smedley Technical & Strategic, Shaun was the Executive Director, Technical Advisory Group with the Linking Melbourne Authority (LMA). In that role, Shaun was the State's technical lead for the East West Link project, including development, planning, technical oversight and technical contract negotiations which led to the contract award of $5.3 billion.
Before joining LMA, Shaun spent 12 years in the transport consulting business having worked for two high profile international firms.
