A dynamic and experienced professional, Elvira has a proven track record for the successful management of complex multi-disciplinary projects and programs. Elvira is experienced at working with project managers through to executive management in strategy development, project development, project delivery and business planning. 

Elvira’s strength lies in her disciplined approach to building strong client relationships and engaging with key stakeholders. Based on the particular needs of each client, Elvira establishes a strong management-based approach to delivery. 

Elvira has previously worked as a consultant for a large multi-disciplinary engineering company, advising major project State delivery authorities. More recently Elvira was employed by a major toll road operator in a range of diverse roles, including in a project role as an ITS project manager on the CityLink Tulla Widening project; as well as in an operational role as a program performance manager responsible for the establishment of an integrated works program for managing the performance of a CAPEX portfolio of projects across four significant assets.

In addition, Elvira has broad experience in the public transport sector managing technical consulting teams.  She understands the complex interface and competing requirements between the road environment and public transport through her work managing upgrades to the tram network across Melbourne, specifically the Domain Interchange Upgrade and Route 96 feasibility plan and concept design.

Before joining Smedley Technical and Strategic, Elvira spent four years managing programs and projects for Transurban across both their Victorian and NSW operations.
